RULES AND CONDITIONS OF GOLF CHAMPIONSHIPS, LEAGUES AND MEETINGS

Specific rules for each championship, league and tournament can be found on the main menus above. Below are the general rules for all events.

1. General

 

All Competitions and Matches shall be played in accordance with the Rules of Golf as approved by the Royal and Ancient Golf Club of St. Andrews and the Byelaws and any Local Rules of any host Club upon whose course any Union event is played, so far as they are approved by the Executive Committee.

 

2. Eligibility for Events

 

Players will not be entitled to represent more than one Club affiliated to the Union in any one season.

 

For players to participate in Union events, except where otherwise provided, a player must:

 

(i) be of amateur status as defined by the R & A

(ii) be a member of a Club affiliated to the Union and that Club must be the 'home club' designated by the player for handicapping purposes.

(iii) conform to the handicap and age limits which are included in the regulations for events.

 

3. Fees and Entries

 

All entrance fees shall be determined annually by the Executive and be on all notices advertising Union events. All fees go to Union funds.

 

All entries and fees for teams, leagues and individual Championships should be made through the Secretary of each member Club on entry forms provided by the Union. The Secretary must certify handicaps of entrants and forward to the appropriate Union Secretary to be received by him no later than the first post on the stipulated date. Any necessary refunds will be made to the player's home club secretary.

 

All entries shall be subject to the approval of the Executive Committee who reserve the right to accept or refuse any entry without giving reason for its decision which shall be final.

 

N.B. Players are reminded that at all times they are expected to conform to the dress and other regulations of the host Clubs.

 

4. Tied Events

 

(i) Unless otherwise stated all ties in Championship Strokeplay Competitions shall be decided by play off over a set number of holes predetermined by the organising committee on the day of the Championship. If after those holes players are still tied then the winner shall be decided by sudden death playing the same sequence of holes again until a winner is found. In the case of bad light or poor weather conditions causing difficulties, the Competition Committee will arrange an alternative time and date for the play off over 18 holes.

 

(ii) Other strokeplay and handicap competitions and minor placings shall be decided according to the scores for the last 18. 9, 6, 3 or 1 hole in that order. If necessary this shall then apply to the first round scores. Should there still be a tie it shall be decided by lot.

 

(iii) In team Championships the aggregate scores of the teams shall be the determining criteria. In the event of a tie the 4 second round scores shall be considered but if still a tie the aggregate of the last 9, 6, 3 or 1 holes respectively should prevail, initially on the last aggregate 18 holes then on the first 18 holes if necessary. If still tied a play off over 18 holes, will be organised.

 

5. Completion of Events

 

If it becomes impossible to complete an event in accordance with the rules thereof because of adverse weather conditions or other circumstances which in the opinion of the organising committee acting by its representative on the day make it impossible or impracticable to do so, the said committee acting by its representatives present at the event shall be empowered to vary such rules to the extent necessary to achieve a result within the time available. The organising committee's decision hereunder shall be final.

 

6. Use of Ride-on Buggies

 

Competitors will not be permitted to use ride-on motorised buggies cars. The penalty for breach of this prohibition is disqualification. However following prior production to the Committee of the day of a medical certificate of disability and subject to the agreement of the host club a motorised ride-on buggy for the exclusive use only of the person named on the certificate may be permitted.

 

Ride-On motorised buggy cars are allowed for ERU Members Meetings.

 

Members using such buggies must ensure they are covered by the necessary insurance.

 

7. Disputes

 

All disputes at any Union event shall be resolved by the organising Committee of the day whose decision is final.

 

8. Starting Times

 

All competitors must start their times as determined by the Committee. The penalty for failure to do so is disqualification.

 

Exception

 

In the Team Championship events only, the Note to Rule of Golf 6-3 shall apply and penalties are as follows:

 

Any player who arrives later than his time on the official draw sheet, or when his name is called by the Starter, whichever is the later:

(a) who is up to 5 minutes late - 2 strokes.

(b) who is more than 5 minutes late - disqualification.

 

Times of the official draw for all Championships shall be circulated to all Clubs. It is the player's responsibility to determine his starting time. There shall be no other exceptions and the above penalties shall be imposed automatically.


9. Measuring Devices

 

For all play at all East Riding Competitions a player may obtain distance information by using a device that measures distance only. If during a stipulated round a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (eg gradient, wind speed, temperature etc) the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used.

10. Rex Warren Medal

 

(i) This competition is an 18 hole stableford competition off handicap (maximum 18 handicap). Full handicap.

 

(ii) The competition is open to all Past Presidents and members of the current Executive Committee.

 

(iii)The event shall be held annually and the winner shall hold the Medal for one year.

 

11. Team and Junior Team Salvers

 

(i) Points will be awarded to all players who play for the Union teams.

 

(ii) These shall be awarded for number of appearances and performances of the individual players during each playing season.

 

(iii) Points shall be awarded as follows:

 

1 point for each appearance in a Union match

1 point for each halved match in foursomes

2 points for each win in foursomes

2 points for each half in a singles match

4 points for each win in a singles match

 

(iv)The player shall hold the trophy for one year.

 

(v) The Executive shall have the right to NOT award the Salver to any player who has not wholeheartedly represented the Union in a correct and appropriate manner.

 

12. The Players' Executive Match

 

(i) This is an annual match when members of the current Union Team are paired with current Executive Members and Past Presidents and are organised into teams.

 

(ii) This is the closing event of the year and is played on the retiring President's home course.

 

(iii)The event will be organised according to the wishes of the incumbent President.

 

13. Ball Moving on the Putting Green

The R&A and the USGA have announced the introduction of a new Local Rule to the Rules of Golf that eliminates the penalty when a ball is accidentally moved on the putting green.

 

The Rule is available for Committees to use in golf competitions from 1st January 2017. The Local Rule will be adopted by The R&A in all of their championships, qualifying competitions and international matches. This also applies at Club, District and County level. The YUGC will be introducing this new Local Rule as a condition of competition for 2017.

 

The Local Rule is as follows:

 

"Rules 18-2, 18-3 and 20-1 are modified as follows:

 

When a player's ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment.

 

The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1.

 

This Local Rule applies only when the player's ball or ball-marker lies on the putting green and any movement is accidental.

 

Note: If it is determined that a player's ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ball-marker moved in such circumstances is replaced."
